The Starting Point: The "MISSING Leg" problem

As technological development accelerates to new frontiers, we must safeguard and enhance the added value of our culturally rich Union in a safe and successful manner.

- The European Commission’s declaration on technological sovereignty represents an excellent and pivotal objective for the Union.

- For this currently "two-legged stool" (technology and economy) to effectively meet its challenges, a third and decisive leg is required: the dynamically updated, free potential of us—450 million EU citizens.

- The realization of the European Union’s "Digital Civic Right" equips us, in every role we play, for more informed, individual, and Union-wide social interaction

-- as a crucial, hitherto missing multicultural asset

-- as a driver of European technological, economic, and social progress

-- as a catalyst for our individual and collective security and well-being

-- based on a "citizen-centric" model that is compelling even on a global scale.

The Proposal: A "European Social Sovereignty Package"

The Union’s true sovereignty and self-confidence stem from the attitudes of its citizens and their capacity to act in a pan-European, multicultural, and active manner. The solution lies in "my right and readiness" to engage in own individual pan-European activity: forming own unique team that spans the entire Union.

PROPOSAL:

Inclusion of a personalized "Personal EU" peer TEAM as a digital civic right;
the TEAM consists of the most suitable individual from up to each EU country
and is implemented via a secure European "TeamFinder" infrastructure,
with the aim of enabling successful, secure, and globally groundbreaking intercultural cooperation for the benefit of the citizen and the Union as a whole.

The Solution: Personal EU TeamFinder and a Strong Identity

Infrastructure: TeamFinder integrates with robust authentication (eID), digital accountability, data centers, and strategic investments.

Societal impact: It harnesses the collective power of 450 million people, transforming citizens from passive recipients into active drivers of progress.

Implementation: The "Personal EU Team Finder" concept—combined with the PPPP cooperation model (Politic, Public, Private, Person) and existing constructive European dialogue platforms like beta.thiscussion.eu—creates an environment that reinforces the new European identity in all daily activities and fosters an atmosphere of security and well-being, both internally and externally.

A Historical Perspective and Being "On the Verge of Readiness"

The "Personal EU" vision presented in Brussels as early as 2005 faced an obstacle: the absence of a "citizen-centric" approach within the Union's frameworks. Now that the EU's top leadership (including the Digital Decade 2030 initiative) has officially committed to placing the citizen at the center, those obstacles no longer exist. The proposal is no longer merely an experiment, but a mature solution for empowering the Union's "forgotten organizational level."

A Call to Influencers

We call upon Commission representatives and policymakers to demonstrate statesmanship and take this step toward an era of Inspiring EUropean Interactivity. The European Social Sovereignty package paves the way for the rest of the digital world: it proves that technology serves humanity when the individual is truly placed at the heart of Union-wide action.

Elevating the social sovereignty of 450 million people to meet the challenges of the 2030s

The concept of TeamFinder not merely as a commercial application but as a statutory civil right for every EU citizen would radically transform the structures of European society and the economy. It represents the digital counterpart to traditional social security or public education—a tool guaranteeing everyone the opportunity to belong to a community, be discovered, and contribute to value creation based on their own strengths.

Such a system offers direct solutions to Europe’s most serious economic, security, and demographic challenges.

How would the "TeamFinder civil right" work in practice?

Identity Integration: From birth or upon immigration, every EU citizen would possess a European Digital Identity (EUDI Wallet) into which a TeamFinder profile would be integrated.

A profile of skills and vitality: The profile would be more than just a CV (listing degrees and work history). Using AI, it would identify an individual's soft skills, cultural background, passions, and social vitality (e.g., organizational activities, hobbies, and a willingness to help others).

Anonymous and non-discriminatory matching: AI would form teams based purely on skills, dynamics, and cognitive diversity. During the matching phase, factors such as gender, age, ethnic background, or place of residence would remain hidden, ensuring complete equality.

Public infrastructure: The platform would operate under EU open-source principles and strict data protection (GDPR). It would not sell user data but rather protect it.

Solutions to Europe’s Major Challenges

1. Economic challenges: A productivity leap and resource optimization

Europe is currently suffering from slow economic growth, a shortage of skilled talent, and the failure to commercialize innovations quickly enough.

Perfect skill matching: A vast amount of human capital goes to waste because people are doing work that does not match their potential. TeamFinder would connect the idea generator, the financier, and the implementer at the micro-level—across national borders—in seconds.

Dynamic micro-entrepreneurship teams: The economy of the 2030s will be based on project-based work. Using the platform, a Finnish coder, a French designer, and an Italian marketer could automatically form a team, establish a digital company via a "smart contract," and start creating value immediately—without bureaucracy.

Revitalizing remote areas: The platform would enable people living in rural areas or economically distressed regions to participate remotely in the EU’s best and highest-paying projects.

2. Security challenges: Social cohesion and countering hybrid threats

Security is not merely a matter of military capability; it is about internal societal trust (resilience). Polarization and loneliness are among Europe’s greatest internal security threats.

Breaking down polarization and echo chambers: Algorithms today are designed to divide people into hostile camps. TeamFinder would do the opposite: it would deliberately bring together people from diverse political, cultural, and socioeconomic backgrounds to collaborate on shared tasks. When people work together to solve a concrete problem, prejudices fade away.

Crisis preparedness and security of supply: In the event of a natural disaster, pandemic, or cyberattack, TeamFinder would instantly transform into a crisis management tool. It could immediately identify and assemble local or digital volunteer teams—such as doctors, translators, IT specialists, and logistics experts—precisely where help is needed. TeamFinder could recognize practical skills (e.g., coding, construction, nursing, or craftsmanship) and immediately integrate individuals into multicultural teams, where language and cultural differences fade away under a common goal.
