From Insight to Implementation and Objectives

The "Personal EU" concept—which sparked keen interest when presented in Brussels some twenty years ago—nearly became a central information society theme during Finland’s EU Presidency. Although the project was dropped at the final hurdle due to the unfavorable conditions of the time, the situation is now entirely different: both the times and the technology are finally ripe for the practical implementation of this vision. Current European identity solutions and digital infrastructures make possible what was previously merely a visionary prediction.

The concept translates into practice as follows:

1. TEAMFINDER and the Difference from Current Social Media

TeamFinder’s role:

It is a tool grounded in European values and the European Digital Identity (EUDI) framework. It's job is to do more than just connect people; it selects an EU-wide peer group (a "Personal EU team") for each citizen—committed to shared milestones and solutions—centered around everyday needs, hobbies, or startup and business ideas.

While traditional social media focuses on sharing content and passive scrolling, TeamFinder-style platforms are built for action, connection, and purpose. The main differences lie in how they approach user engagement:

🎯 Purpose-Driven vs. Entertainment-Focused

Traditional Social Media: Designed for entertainment, lifestyle sharing, and keeping users on the app as long as possible through endless feeds (e.g., TikTok, Instagram).
TeamFinder: Designed for utility. Its sole purpose is to help you find the right people for a specific activity—whether that is a sports partner, a gaming squad, or a startup co-founder—and get you away from the screen and into action.

🔍 Utility Filtering vs. Algorithmic Feeds

Traditional Social Media: Uses interest-based algorithms that serve you content to maximize watch time and engagement.
TeamFinder: Uses precise, data-driven filtering based on practical variables like geographic location, skill level, role availability, and schedule alignment.

💼 Functionality over Personal Branding

Traditional Social Media: Centers around individual profiles, likes, comments, and building a personal brand or online persona.
TeamFinder: Centers around the objective. Profiles are minimalistic and focus strictly on your capabilities, goals, and availability rather than lifestyle curating.

2. TRAIN P4: Constructive mutual understanding at the interface

Once the team is assembled, activities soon expand beyond mere communication between citizens to include structured, goal-oriented collaboration.
This phase operates at the managed interface between formal organizations (administration, regulation, institutions) and organic organizations (independent citizen networks).
Naturally expanding the "Train P4" dimension ensures that public administration and citizens do not meet in a context of confrontation or bureaucracy. Instead, they travel on the "same train"—sharing a common spirit—and "train" together in a spirit of constructive mutual understanding toward shared development goals.

3. The EU in daily life and levels of interaction

In everyday practice, activities and communication become established across three distinct levels, deepening the citizen's relationship with the Union and its digital ecosystem:
a) One’s own team (Micro-level): Daily interaction within one’s own cross-border group. Practical team tools (such as Understander, Comparer, 3viator, Voter, Projecter, Seller/Buyer, and the Academy) are used to solve everyday challenges, manage joint projects, and foster strong peer support.

b) TRAIN (Meso-level): A direct and smooth partnership interface with the administration, allowing data, ideas, and solutions generated by citizen groups to move forward without unnecessary intermediaries.
c) europa.eu (Macro-level): The official EU level. Integration with the Union’s official services, decision-making processes, and the official structures provided by the digital wallet.

4. Synchronization of PPPP roles with the train p4

The launching declaration at the Politic level is not merely a statement, but a strategic and legislative cornerstone. It defines a new "Elevator" Train interface (a shared space for alignment, using the train metaphor) within the Personal EU ecosystem.

This Train interface serves as a liberating and expanding daily tool that eliminates traditional, rigid silos between the public PP blocks (Politic & Public) and private PP blocks (Private & Person). It enables all four Ps to move smoothly in the same train, in the same direction, synchronized in real time.

POLITIC (Political Umbrella and Mandate) – Setting the Direction of the Tracks

The Politic level provides the official EU decision that creates the legislative legitimacy for the Train interface. It aligns the Union so that it no longer just governs from the top down, but places itself within the same daily logistical chain alongside the citizen and the business community.

Mandate for the Train interface: The decision obligates the creation of a standardized, open, and secure interaction pathway where the public and private sides meet without bureaucratic intermediaries.
How the other Ps align from this: Politic creates an atmosphere of trust and rules of the game (such as data sovereignty and AI ethics), allowing Public to confidently open its data repositories, Private to venture investments, and the Person to feel secure.

PUBLIC (Public Administration and Infrastructure) – The Technical Platform of the Train Cars

The public sector implements the technical and legal infrastructure of the Train interface in accordance with the political mandate. It integrates the interface directly into the European Digital Identity Wallet (EUDI Wallet) and the europa.eu home page.

Operations within the Train interface: Public no longer acts merely as a regulatory authority. Through the Train interface, public sector services (such as education, healthcare, and social security or tax administration guidance) are brought directly into the ecosystem as flexible, real-time microservices.
How the other Ps align from this: When Public provides strong authentication and reliable data, Private can build secure applications on top of it, and the Person can trust that their interactions are fully protected.

PRIVATE (Private Sector and Markets) – Innovations and Daily Engines

The private sector uses the Train interface as its daily, dynamic innovation platform. It introduces technological efficiency, applications, and new models of working into the system.

Operations within the Train interface: Businesses gain a direct, non-discriminatory, and non-commercial channel to engage with both the public sector (Public) and end-users (Person) directly. The Train interface allows companies to offer tools (such as communication platforms, translators, or project management) directly to active teams without Big Tech intermediaries, commissions, or data harvesting.
How the other Ps align from this: Private creates the concrete tools with which the Person runs their daily life and which Public can utilize for its own optimization.

PERSON (Individual and Citizen) – Passengers of Vitality and Collaboration

The citizen is the most important user of the Train interface, whose life force, free time, and daily needs provide the fuel for the train. Through the TeamFinder application, the individual connects directly to this interface.

Operations within the Train interface: The Person uses the Train interface as a daily tool. They form their multinational Daily Team, manage everyday situations, hobbies, affairs, study, and collaborate. If the team encounters a problem requiring regulatory assistance or a commercial solution, the Train interface brings an expert and solution from the Public or/and Private block directly into the team's "train car" to help.
How the other Ps align from this: Person-level activity generates the union-wide human and competence capital (Lifelong) that Private can utilize and which Politic and Public are committed to supporting as part of European civic development and education.

The Train Interface as a Practical Daily Tool: An Example of Synchronization

Once Politic has triggered the decision, the daily Train interface operates as follows:

Person (Citizen) has activated TeamFinder, wants to establish together a multinational ecological small-scale production team.
Public provides the protection of the EU Wallet through the Train interface, ensuring that the identity and trustworthiness of team members from different countries are verified instantly.
Private introduces a suitable logistics and communication tool through the Train interface, allowing the team to start distributing products.
Politic & Public monitor the ecosystem in real time through the Train interface data space (anonymously) to see what barriers the cross-border team faces, and can flexibly adapt legislation or support to meet daily needs.

This transforms the Train interface into an entirely new kind of junction point, where public (Politic-Public) and private (Private-Person) forces merge into a functional, sovereign European daily life.

5. Outcome and Goals

Digital sovereignty: Europe achieves independent human and social digital sovereignty that does not rely on external commercial giants. The citizen at the core: The individual—and this network of 450 million people—becomes today's and tomorrow's missing, active, enthusiastic, organized, and influential level within the Union.
A global beacon model: A multicultural and organic problem-solving model emerges that serves as a global example, demonstrating to the rest of the world how technology can genuinely serve humanity, sustainable development, and democracy.
