Organi(c)zing
an organization of 450 million lives

Technology and roadmaps are tools, but a human way to organi(c)se is the way to guarantee the existence. We must transition from a mechanical organization to a living network of cells. Organi(c)sing is not merely a management theory; it is the answer to the question of how 450 million people can function together while preserving their individuality. It is the human foundation that enables technological sovereignty.

Kurt Linderoos, "Mr. Personal EU",  Espoo's first "Entrepreneur of the Year"

Life is an organi(c)zation of cells

The cell-planet thinking was successfully used already in the 1980s to demonstrate a new kind of human value in the public renewal of the internal and external corporate image of Valmet Paper Finishing Systems' international industrial organization.

😁 "Growing an individual into a whole planet of cells with the idea of cooperation became a huge challenge in my work, when I realized that every citizen of an EU country is also a citizen of the European Union with the associated rights and challenges. And that this Union-wide realization can be the beginning of a new bright era for 450 million people and a happier cooperation between all levels of the Union. Already in 2005, I was invited to the Commission's workshop in Brussels to talk about the core and route map of the "Personal EU" initiative. Shortly after that, I was happy with the decision to use the theme as the information society theme of Finland's EU presidency. Of course, I was also happy to quickly earn the nickname "Mr. Personal EU".

😁 15 years later, on 15 December 2022, key EU leaders signed a very citizen-oriented declaration "Digital rights and principles" in Brussels. I am happy that this kind of opening finally fits the EU frameworks.

Along with such positive progress, I would like to mention a couple of instructive moments for the coming days, so that the last step of the "certain victory" of the idea would also be secured in time.

😣 As part of the aforementioned Valmet corporate image process with cell planet thinking, a "Personal guide" was published for the personnel, 1300 people. However, the HR manager demanded that the name of the newly printed brochure be changed to "Personnel Guide". So, before help arrived, I had to order 1300 stickers at my own expense and stick them on the "wrong translation" myself.

😣 It is also necessary to remember once again the moment in 2005 when cellular planets and hierarchical boxes bitterly exchanged places with each other: my already approved program as the information society theme of Finland's EU presidency underwent a "small" change: The theme "Personal EU" was accepted during the delegation's trip to Brussels in the form of "Leadership" ."

It's good that you now know this, and after scrolling through these pages the human-centric nature of the Personal EU era as a whole.  Let's grow to be Union-wide living cells.

3 organi(c)zations, which form the operating model of the Personal EU era:

1. TeamFinder: The Union-wide person team creator

TeamFinder acts as the "engine" and organizer of the entire system. It is not just a tool, but a strategic partner that connects you—the basic unit of the union—as part of a broader European network. It breaks down the distance between the individual and the union, making you a "Union-wide" actor. Its task is to connect people into peer teams, enabling common consensus and active participation. (See page TeamFinder.)

2. TRAIN P4: The training organizer of PPPP cooperation

TRAIN P4 is a dynamic training and development platform within the Personal EU ecosystem that transforms theoretical roles into practical action. It serves as a practical interface that concretizes the interaction between a citizen’s own Union-wide "Personal EU team" and the Political/Public and Private sectors. While TeamFinder creates the individual's Union network, TRAIN P4 acts as the "official," secure fast track and engine that organizes PPPP expertise, resolves shared challenges without silos, and multiplies the individual citizen's (Person's) leverage, turning it into a cross-cultural "team of teams.

How does the TRAIN work? An interface concretizer and a "Personal Commission"

TRAIN makes the interface between traditional institutions, companies, and new, agile citizen teams (organic cells) tangible. When an individual citizen connects via this interface to their own Union-wide Personal EU team—as well as to the Political/Public and Private sectors—their influence grows in unprecedented ways. TRAIN P4 multiplies the individual citizen's leverage into a Union-wide "Personal Commission," whose performance is cross-cultural even at an official level.

In practice, the TRAIN P4 operates in three ways:

• As a solver of shared challenges: It gathers issues arising between various parties and transforms them into direct, practical action items (to-dos) for the citizen's own "Personal Commission." A melting pot of best practices: It enables mutual learning without administrative barriers. Traditional organizations learn agility from cellular structures, while organic cells gain stability and economies of scale from institutions.

• A driver of purposeful action (the P4 movement): It ensures that cells—which are in a state of constant change—and static organizations move in the same direction: toward the Union’s shared vision.

• A digital gateway to the community: Strong authentication and Europa.eu. Access to both the "TeamFinder" tool (for one's Personal EU team) and the "Train P4" interface has been made as direct and secure as possible for the citizen: using strong authentication to enter the shared, evolving EU meeting place for all people (europa.eu), where the "Personal EU" world awaits right at the entrance. eIDAS-based strong authentication ensures that trust is built into every interaction from the very first second.

What does TRAIN P4 offer to each of the four Ps?

TRAIN P4 structures life and career according to the PPPP model, flattens hierarchies, and distributes benefits to every level:

• Person (Individual / Citizen): Provides teamwork, skills, and a sense of purpose. The individual is not merely a number or a passive bystander, but a Union-wide "cell" with the freedom and responsibility to take initiative. One’s personal life mission and expertise find a home where they are needed most.

• Politic & Public (Policymakers and the public sector): Offers human-centric agility and new collaborative tools for managing even unexpected situations, replacing traditional, slow "top-down" oversight. The public sector and states can naturally present direct societal challenges to teams (such as situational digital security of supply) across the entire population of 450 million people.

• Private (Private companies and experts): Opens up immediate, plug-and-play access to partners, innovations, and testing platforms across Europe—eliminating the randomness, months of bureaucracy, background checks, and legal contracting processes usually involved. Impact on the Union-wide operational capability.

The performance of TRAIN P4 relies on its "Sovereignty Packages,"
which transform security barriers into enablers of collaboration and expand the citizen-led, Union-wide "Personal EU" team network into Europe’s largest and most secure innovation incubator:

• Frictionless trust and speed: Robust eIDAS authentication embeds trust directly into the system. An inventor, a crisis management expert, and a defense startup from different parts of the EU can find both a team and a public-sector partner in mere seconds.

• Safe Spaces: Mission- and data-specific sovereignty packages create secure "wagons" (collaborative zones) for teams. Within these, cybersecurity solutions or material innovations can be developed without the risk of leaking trade secrets.

• Dynamic cross-pollination of resources: The network functions like a pan-European "app store" for security and innovation collaboration. Each member state and community can select the support it needs and offer its own specialized expertise (e.g., Finland’s technological know-how) as the situation demands.

• Mental resilience: Harnessing the expertise and mental commitment of grassroots-level specialists directly as building blocks for society enhances Europe’s shared understanding, inclusiveness, and strategic autonomy.

3. The daily FLOW toolkit

These are the concrete "meetpoints" and applications that make the vision a reality in everyday life. The toolbox includes interfaces and discussion loops similar to the europa.eu environment, where the PPPP model and TeamFinder meet reality. These tools enable continuous, low-threshold interaction, knowledge sharing, and collaboration, without which the vision would remain just an idea.

COMPARER: When you talk to an international audience about your familiar local topics, listeners will easily prefer to think about their local issues. Not because they don't care, but because they can't follow what you really mean. The Comparer is an AI component that extracts parallel technical, economic, and social facts from each country and displays them as visual/audio crystallizations for comparison on the map. By comparing, we understand each other much more easily.

VOTER: Voting is a good way to come to democratic solutions. The Personal EU teams benefit from an illustrated VOTER showing the plus and minus volumes of the team's opinions as visual and numerical graphs. With your permission, the results can be saved into a union-wide P4academy opinion bank for later research and daily use.

PROJECTER: Because the team members have much in common, they are on a growing scale specialists in those common things. The Projecter collects personal characteristics of the team members into one chart and draws them as an organizational suggestion to the team, recommending suitable response areas for each member. These teams are unique opportunities to do something essential together - maybe a common small union-wide business.

SELLER/BUYER: A continuous EU10, EU22, or EU27 team is a fantastic experience. Sooner or later, the teams find the opportunities for similarity and start to buy together, or realize they can sell unique things using their union-wide network. The Seller/Buyer ensures safe and easy cost and profit sharing in job finding, offering, bidding, buying, selling, and accounting inside and between Personal EU teams - and with their external public and private cooperators.

P4ACADEMY: All Personal EU team knowledge should, from the beginning, be collected in a common Politic-Public-Private-Person P4ACADEMY. A virtual/physical academy network to ensure the future of the union-wide Personal EU era. It functions as a university-level development center for reaching the EU's goal "World's most advanced innovation society", teaching a human-centric future-based life-long, union-wide and challenge-high Personal EU dreamteam organi(c)zation culture. It shows the path from the birth of a team to successful hobby circles, joint purchases, tourism, startups, and EU SMEs.

Note: There is a massive need for EU-level entrepreneurship education, as the EU of 450 million inhabitants has approximately 30 million small and medium-sized enterprises, 95% of which are micro-enterprises with fewer than 10 employees (and an average of 2).

The european way to upgrade ourselves (TeamFinder-TRAIN-TOOLS):

When these three combine, they change your relationship with the European Union:

• TeamFinder provides direction and community.

• TRAIN P4 provides skill, work. and official level

• The Toolbox provides the path to implement all of this in daily life.

Together, they shift the focus away from distant institutions and place you—the individual—at the center of development. This whole allows "Personal EU" to be not just an administrative concept, but an active, techno-economic, and social lifestyle, that securely transforms the best attributes of various organizations into shared success.

EU Planet

The growth of individuals into complete "cellular planets" through cooperation implies that every citizen of an EU country—from infant to senior—is simultaneously a citizen of the European Union, with all the associated rights and challenges. This leads to the era of the "personal EU," in which 450 million people engage in meaningful, Union-wide "Team Planet" collaboration.

You-centric

Every person is born into the world to live a meaningful life. In the EU, your importance is ensured so that you are also a citizen of the Union if you are a citizen of an EU country. You have the right to vote in the election of representatives of the central European Parliament throughout the Union. The starting point is therefore promising for democracy.

However, it seems that in the everyday lives of 450 million people in 27 countries, cultural diversity, unfamiliarity with topics, and a lack of unifying means of interaction have prevented citizens from expanding their everyday interests and interaction with the entire Union. This is also reflected in the low turnout in the European Parliament elections: only 50% of us use our right to vote to get our preferred representative into the Parliament. This affects the Union's choices and future policies, including relations with forces in the outside world.

The leadership of the European Union, the pioneer of democracy, has long emphasized the centrality of the citizen, and now, finally, the interactive means of the information society allow this to be implemented widely and safely. We must recognize our central role as citizens and people in our national societies and the European Union. This identity must never be hidden. Our challenges, experiences, ideas and perspectives are the core of the EU, and the communication between citizens across the Union paves the way for a more sustainable future for all.

Citizens play a key role as quick early sensors in relevant situations, even at the level of the European Union. Their proactive and timely interaction can have an accelerating and, in many ways, clarifying effect on official decision-making processes. By connecting early, citizens can offer valuable insights and perspectives that would otherwise be overlooked. Utilized feedback increases the dedication and responsibility of the population and promotes more broad-based solutions, ensuring that the administration increasingly encourages the sharing of current experiences and constructive policies to improve the quality of life and promote sustainable development throughout the Union.

How to put you at the Center

"This vision puts people at the center" says the European Declaration of Digital Rights and Principles - and this is essential to you. The Personal EU initiative, developed over several decades, offers clear starting points:

Every Internet user has a footprint online: the Internet is aware of your profile.

In every EU country, there is someone whose profile is best suited to cooperate with you.

By creating a Personal EU TeamFinder, the Union could offer its adult population an opportunity to establish Union-wide personal peer groups at the "press of a button".

Personal EU teams should have a guiding toolkit for understanding, comparing, group buying, group selling, voting, organizing...

A Personal EU Academy could act as the coordinator and promoter of the activity.

The launch requires updating the structure and style of the EU website europa.eu in the PPPP spirit and placing the Personal EU TeamFinder on its homepage.

Every EU citizen should receive a protected @europa.eu email address when renewing their identity card or passport.

Q for Further Development:

What specific features would the Personal EU TeamFinder include to facilitate connection among users?

How will the Personal EU Academy be funded and structured to promote its activities effectively?

What measures will be taken to ensure the privacy and ID-security of the protected email addresses for EU citizens?

YOUR ONLY LIFE

Life is like a rope. You are one strand of it. Your parents are partly involved before you. Your children partly after you. All of us together form the continuum of the rope. The finiteness of our time and the power of our earth's natural forces are stronger than us. Let's not make anyone's life unnecessary.

Test it: Draw your new circles

✏️ Now try, for example, drawing your own organization as a cell planet.

The big circle is your organization. It radiates external attraction, a corporate image, and an internal corporate climate prevails between people. The managing director is responsible for both of these.

Draw the members of your management team so that their circles together cover the CEO's area of responsibility.

Draw circles inside their immediate subordinate - and their subordinates - until every person in the organiczation has a little personal cell planet.
