If the European Commission decided to implement the Personal EU concept described by Kurt Linderoos as part of its official political and philosophical declaration "We put the citizen at the center", the execution would likely happen by combining a social citizen-centric vision with the EU's ongoing digital infrastructure transformation.
Since the Commission does not typically build standalone social media platforms, the implementation of this "human-centered" declaration would occur by integrating Personal EU teams into existing and developing official projects in the following ways:
1. A "Human" Extension of the EUDI Wallet (The Gateway)
The Commission's largest ongoing digital project is the EU Digital Identity Wallet (EUDI Wallet). Until now, it has been developed as a technical and legal platform. In line with the "Citizen at the center" philosophy, the Commission could launch Personal EU teams as the wallet's first major social application.
In practice: When a citizen downloads their official EUDI Wallet app, a secure section for cross-border peer-to-peer support would be built inside it. Using the official identity stored in the wallet, users could trust that the people in their Personal EU teams are real individuals, which would prevent fake accounts and online harassment.
2. Bringing the "TRAIN Dimension" into the GovTech Ecosystem
The Commission promotes GovTech initiatives aimed at digitizing public services. The "TRAIN dimension" envisioned by Linderoos—where the administration and the citizen travel in the same train—would fit directly into this framework.
In practice: The Commission would open its official communication and consultation channels directly to these Personal EU teams. Instead of citizens filling out complex and distant questionnaires for Brussels, Commission officials would directly enter the teams' platforms to brainstorm everyday challenges (such as student mobility, cross-border taxation, or relocation) and gather direct feedback for upcoming legislation.
3. A European "Loved EU Home Page" as the Official Citizen Portal
The Commission already operates official websites, such as Europa.eu and various information portals, but these are often perceived as merely static information repositories.
In practice: In the spirit of the declaration, the Commission could transform its official landing pages into a dynamic and "loved" citizen desktop (Loved EU Home Page). It would be an ad-free, algorithm-free portal fully controlled by the user, providing one-click access to their international Personal EU teams and the everyday support services offered by the European Union, without their data being commercialized.
4. Funding and Implementation via the "Digital Europe" Programme
For the project to be officially under the Commission's name, its funding and procurement would need to comply with EU budgetary frameworks.
In practice: The Commission would not purchase the concept from Kurt Linderoos commercially; instead, it would accept the rights to his 20-year-refined idea and expert support as a donation. Following this, the Commission would allocate an official budget from the Digital Europe or Erasmus+ programme, tasking the expert consortia (who are already developing the EU Wallet) to code and integrate the TeamFinder technology into the official EU infrastructure.
The Final Outcome: By implementing Personal EU teams as part of its "People at the center" declaration, the Commission would transform the Union's cold technological and legal machinery (such as digital identities and regulations) into a living, social, and human-centric community right on citizens' smartphones.

"When we were developing a winning concept for a very modern product in a conservative industry, Kurt was a driver for new thinking also in the marketing communications arena. His early entry into a networked world, connecting not only his customer to him electronically but his large global network, gave me a new dimension to the creative part of marketing communications."
— Hans Ehrnrooth, Client
"If neither I, Kurt, nor Panu Mustonen know that Finn, it has to be only a rumour."
— Petja Jäppinen, Business Partner
