Personal EU – The path to the EU as a globally pioneering innovation society

(Because without people there is no European Union at all...)

The Personal EU initiative offers a concrete solution for the EU's Digital Democracy Roadmap by genuinely positioning the citizen (Person) as the fundamental unit of the Union for the first time.

The initiative introduces the Politic-Public-Private-Person (PPPP) interaction framework. Its core mechanism is the Personal EU TeamFinder, an intelligent AI-assisted tool designed to enable Union-wide, self-organizing peer teams (Organi(c)zation model). Implementing this process on the European portal, europa.eu, is a clear and technically and economically sound next step.

The concept's credibility is based on its long history and change-anticipating connections:

Foundation: The concept originates from management consulting beginning in 1972 (Takapiru Oy and Oy Personal EU United Brains Ltd.) and has, from the outset, been integrated with innovation society leadership. This includes the AKRR'05 conference parallel theme "Towards a human-centric innovation society," the theme's shortlisting for the 2006 Finnish EU Presidency IST theme, and its foundation within the late AI Professor Timo Honkela’s human-centric Peace Machine program.

Official Endorsement: The initiative's web domain was shortened (2005) to personaleu.eu at the request of the Commission’s adviser Bror Salmelin, and its roadmap was presented that same year to applause at a Commission expert workshop in Brussels. The concept is today (2026) safer and stronger than ever. It is also known to Vice-President, EU Commissioner Henna Virkkunen, who is responsible for these activities within the Commission.

Personal EU is the path for the EU to safely develop into a strong and 'glocally' pioneering, multicultural innovation society.

Who is behind this all

The Personal EU initiative and the site personaleu.eu are developed and maintained by the Finnish Kurt Linderoos, "Mr. Personal EU".

Central concept: TeamFinder.

At the heart of the initiative is a digital tool that would connect EU citizens across borders.

Personal Teams: The idea is to automatically form teams with one member from each EU country.

Shared Values: Team members would be selected based on life values, hobbies and development ideas.

Objective: To bring the European Union closer to citizens at the "grassroots" level and strengthen the unity of the Union through personal networks. 

Other themes of the website

People-oriented organi(c)zation: The initiative emphasizes putting people at the center of the EU's goals in the era of digitalization.

PPPP model: The concept of "Politic-Public-Private-Person", describes the diverse role of the individual in society.

Continuation: The concept has been developed and presented to decision-makers in Brussels since 2006, and the site is still actively updated to reflect the current digital decade. 

Personal EU serves as a platform for a vision in which European technology (such as artificial intelligence and algorithms) helps build a European identity at the individual level.

How the project has been promoted

1. Direct contacts with EU decision-makers: the European Commission and members of the European Parliament.

In Brussels, Linderoos has presented the Personal EU concept directly to decision-makers.

Letters: Numerous proposals and reports on the initiative have been sent to various Commission departments (such as DG Connect, which is responsible for digital content).

2. Public debate and networking

The project has been made known from the "grassroots" level upwards:

Events: The concept has been presented at various seminars and innovation events.

Media influence: Opinion pieces and articles have been written on the topic, especially from the perspective of digital unity.

3. Conceptual development (The "White Paper")

Several versions and vision papers have been prepared for the project, which have defined, among other things:

PPPP model: (Politic-Public-Private-Person) model, which has sought to show how an individual person (Person) can be included in the traditional three-way relationship.

Utilization of algorithms: A theory has been developed on how artificial intelligence could automatically form "TeamFinder" teams.

4. Cooperation with other actors

Although Personal EU is largely a private initiative, it has sought to link itself to a wider European debate:

Identity politics: It has sought to provide solutions to the crisis of European identity.

Digital Decade: In recent years, efforts have been made to link the project to the EU's "Digital Decade 2030" goals.

Current status:

The project is a proposal and a vision. It has not become official EU legislation, but it has served as a discussion starter on how technology could strengthen the Union in a humane way instead of bureaucracy.
